Earth Advantage, a nonprofit organization working to advance an informed and humane housing market, is managing a program to assist vulnerable communities in the Portland metro area by providing portable cooling units to ensure comfort and safety during extreme heat events. Our role in this project is to purchase cooling units and collaborate with local community organizations to install them in the homes of residents most at risk for heat related illness, including those who are elderly or have low incomes.
This program, funded by a grant from the City of Portland's Portland Clean Energy Community Benefits Fund (PCEF), aims to install 15,000 cooling units over 5 years. As we enter the program’s fourth year, we are seeking competitive pricing from multiple vendors.
We require portable heat pump units and AC-only units. If you are interested in partnering with us as a vendor, please submit a quote via email to

Portable Heat Pumps:
- 8000-15000 BTU/hr
- 9.5 EER or 12 SEER or 12 CEER or higher
- 11 Amps of less
- 120V standard plug
- Window mounting kit included
- R32 low global Warming Potential is ideal
- An internal pump for Auto drain is preferred
- Model we use this year - for reference: Whynter ARC-122DHP

Portable AC only:
- 8000-12000 BTU/hr
- 9.5 EER or 12 SEER or 12 CEER or higher

AC only quantities to quote:
- 308 units
- 660 units
- 1,100 units
The quote should also include the following:
- Lead time from the release of the purchase order. Our program requires that units start arriving in Portland by March 1st, 2025.
- Transportation charges, if applicable.
- Storage availability for the units in or near the Portland metro area, with a team available to process paperwork at the time of pickup. Unit pickup will take place progressively from March through October, 2025.
All quotes must be received by November 8, 2024.
